According to the provisions of the brief signed by Innocent X, a general congregation had to assemble again nine years after the one that elected Father General Tirso Gonzalez in 1687. Accordingly, the 14th General Congregation met, convoked by the General. Among the twenty-nine decrees, the General Congregation again voted to try to have the nine-year rule for congregations abolished; and again failed to attain its goal
